DNA proves innocence of man jailed for 38 years

A US man who spent nearly four decades in prison for murder has been released after new DNA evidence pointed to a different person.

In a case of international impact, an American citizen was declared innocent in October 2022 after having spent almost four decades in prison for the crime of homicide. DNA evidence found on the victim in 1983 eventually proved the culpability of another man on a criminal DNA database for kidnapping, and it proved 69-year-old Maurice Hastings completely innocent.There has been criticism that it takes so long for the relevant authorities to subject biological evidence (semen) to DNA testing and compare it with the US criminal DNA database. The case is an example of why criminal DNA databases are so important to protect the innocent and identify the guilty. See the article below in English for more details.

The legislative proposal to create a DNA database in Bolivia began with the bill called the «Boliviano» Criminal Identification System (SIBIC), with the aim of applying biometric authentication and information technologies to register and determine the identity of criminals.
